is Windows Surface supported by BigFix ?

Which “Surface” are you meaning? If you’re meaning the Pro, then its simply a Windows machine and yes is supported.

So which is the right address for surface devices ? maas360 or bigfix ?

Maas360 can work with both as there is an MDM interface on both, full BigFix can work with the Surface Pro class machines
