Windows Server 2008 Clustered "Port XXXX is already in use"

Hi,

On a cluster, I had to make changes to my client node and restart the scheduler on my client node. I killed the scheduler process by turn off the service on the node. when I attempt to restart the scheduler if fails with a “ANS1018E Port XXXX is already in use”. How do I restart the scheduler without rebooting the node? Is there a reset command I can run? Is there a graceful way to stop the scheduler?

TCP 0.0.0.0:1908 0.0.0.0:0 LISTENING 7452

And the pid “7452” is not existts(tasklist).
