Windows Fixlet Debugger vs QnA vs Eval

So first this message is for people who know all of these utilities

Fixlet Debugger is probably known the most
QnA is the precursor to FD and is a graphical interface that can resolve relevance
Eval is a command line version of QnA

My question to people who may use these is related to how QnA works on the other platforms. On those platforms (ignoring xQnA) the qna binary is a textual/terminal interface if interactive and can also handle file input.

What would people think if eval and QnA on Windows were combined to be the same type of functionality (cmd window processing only and handle file input/output) as the other platforms and thus loose its nice graphical UI? This also means it would be fairly small and could also be included with every Windows Client and all platforms would gain the same set of utilities.
