Windows 11 migration - Install issues

Hey guys,

Our company’s in the process of finally migrating to windows 11. Im running the “In-place Upgrade” without checks and I keep running into failures.

Im having like a 50% success rate on upgrades. Some go with no issues, some keep giving my the following failure

It keeps failing with errors like

Ive done the whole dism sfc scann stuff.

Ive cleared out old updates in %systemroot%\softwaredistrubtion

Someitmes i can reboot the pc like 5 times and it will finally just work. But thats getting a little silly at this point.

Possibly incompatible drivers?

It seems that a software or a driver on your computer is not compatible with the target OS. You can find more details on the logs files like
C:$Windows.~BT\Sources\Panther\CompatData.xml
Here you should find the compatibility issue that must be solved before retrying the upgrade.

But im also running into this error in ‘\Panther\Setuperr.log’

There is no ‘C:\windows\logs\setudiag’ folder on these pcs with this error log.
and the CompataData.xml’s are showing nothing.

you could try to launch the setup.exe directly from the ISO image and follow the installation wizard, it will possibly show some additional information on the compatibility issue before arriving to the final page “Ready to install”.

So when i run it manually it goes without issue, but then once the pc reboots the pc is in an unusable state. The desktop flickers, search and explorer is completely broken.

If the installer completes on its own everything is fine no issues, if it fails in bigfix I can run the “setup.exe” in the in-place upgrade folder manually, it will go through with no issues but the comes back in a broken unusable state. its the oddest thing.

When you say “If the installer completes on its own everything is fine”, which is the launched installer?

When i do the “in-place” upgrade through bigfix and the “out” file returns with a “0” it proceeds normally with no fails and does the in-place upgrade fine with no issues. Ive deployed roughly 50 installs with no issues.

But if the “out” file has any code other than 0 the job fails. If it fails becuase the code wasnt 0 I can still go manually run the setup.exe, if i do it manually the in place upgrade proceeds and gives no errors in the running setup window and completes, but when the system comes back up its in a broken unusable state. This is only happened on maybe 10 pcs so far but the installer is the exact same being used for all pcs.

Its weird that the out file is showing a failure code, but when i run the setup manually it doesnt say anything and just completes.

When out.txt contains the return code 0 it means that the upgrade phase in the initial OS completed successfully (a restart will automatically follow soon to continue the upgrade process).
If the code is different than 0, it means that something failed in the upgrade phase in the initial OS and the upgrade process is interrupted. If something has been already changed, the changes are rolled back before exiting the process.
If I correctly understand, then you manually run the “setup.exe” on the same computer that gave a code different than 0, it runs (maybe do you accept some warning in the wizard panels to force it?) and finally it fails (it’s unusable) so it seems it was correct to interrupt the upgrade process instead of breaking the OS.
Even if the installer is the same on all the computers, you could have different results depending on the different status of the initial OS.

That is mostly correct yes.

The thing is when i run the wizard there is no errors or warnings. It just runs then reboots the pc into windows 11. The pc boots and seems fine until you log in where the taskbar is missing, explorer keeps crashing and a couple other odd things.

But there was no indication during the manual install of any errors, the only reason I know there is errors is because the Out.log file has the error code and stopped the process. But running manually there is no indication of errors or warning.

But the same exact task with the same exact image deploys fine with no issues if no issues where present during the install.

I know that sounds silly, If the out file is telling me there is errors then why isnt the manual wizard telling me of the same errors instead of proceeding with the update.

There is a possibility of some internal policy settings causing the issue that i am testing for. I was just really curious if anyone had delt with the SetupErr’s
I posted earlier. They seem to be related to “stale” updates in
%systemroot%\softwaredistribution
that is keeping the windows 11 upgrade from proceeding.

When the in-place upgrade is launched with BigFix OSD fixlet, the updates during the upgrade process are disabled because the option
/DynamicUpdate Disable
is specified in the silent upgrade command.
You can try to do the same manually using the command line
setup.exe /DynamicUpdate Disable
(instead of double clicking on the setup.exe icon) to launch the wizard
to see if you have the same behavior as BigFix OSD fixlet.

Thank you for the help! I do believe this was half the issue. Looking at those logs helped me find some old out of date drivers and things i need to take care of.

But the other half was what I feared. It was some internal policies set in place that was breaking windows.
This may help someone in the future, but applocker is a giant pain in the butt. Applocker was essentially stopping most things from running and working correctly on some pcs. Check your event viewer for Applocker issues :laughing:
