Why is Java update reporting as not relevant when it should be relevant?

I had 50 machines on Java 6 u33. I deployed Java 6 u35 and 10 of the 50 report that the update is not relevant even though it is relevant. The other machines all updated properly. This also happened when updating from the previous version.

Anyone have any idea why this is happening and how I can fix it?

If you have not done so, download the QnA (relevance debugger) and then from one of the computers that you are concerned with, check each relevance clause from the Java 6 u33 Fixlet to see which is causing the trouble.

Sorry, check the Java u35 update relevance clauses.
