When you create new users you have the opportunity to give them a permission set of “Owner, Reader, or Writer”. What is the difference between the owner and the Writer?
I believe:
writer - can make changes
reader - can only read the site
owner - can change site subscription criteria and give reader/writer access to other operators

Mostly right 
Owners can assign reader/writer permissions, but they cannot modify computer subscriptions to the site.
