What does this Fixlet Description Formatting Button Do?

Not wholeheartedly serious here, but I ran across this and wonder what it was or is? Left over from something in a previous version?

It shows up when you hover the mouse over it, and you can push it too.

I have put text in the description and then selected it and pushed the button, nope, nada.

I think that it is a left over but I will see what I can find out
