You can’t apply AD GPO onto a non-AD device.

You can apply local security policies though.

Have a read up on how to do that, get it working to your satisfaction using the command line only, then come back here if you need help converting a working solution into something that can be deployed via Bigfix.

Have a look at Microsoft released v2.2 of LocalGPO Utilities

At bigfix.me I’ve posted sample fixlets.
A little overkill for what you need, everything you cited can be applied through Local Security Policy (secedit.exe with a policy .INF file) orby editing the registry directly.

You’d need the LGPO.EXE utility if you needed to apply Registry Policy (basically anything from the “Administrative Templates” branch in the Group Policy Editor).
