There is an Idea out there, which I am encouraging customers to vote for if they are passionate about it.

I agree the issue of managing agent performance needs to be handled better.
Not just in terms of “%CPU” and “work idle”[*], but also in the face of CPUs with “efficiency” and “performance” cores, wherein their distinctions are walled off from client applications.
There is also the very notion of the evaluation loop: how long it takes, priority of content evaluation, discovering and isolating bottlenecking content, etc. See this related conversation from a couple years ago:
