In versions of BigFix before 8.0, the method for getting fixlet content onto an airgap BES Server required using the MakeMirrorArchive tool on a machine connected to the internet (http://support.bigfix.com/bes/install/airgapnetwork_bes7.html). The tool was able to pick up on Internet Explorer’s proxy settings.
In BigFix 8.0+, the BESAirgapTool is the way to get fixlet content onto an airgap BES Server, but it doesn’t pick up on Internet Explorer’s proxy settings. In order to force it to use a proxy server, you need to configure winhttp proxy settings. See http://technet.microsoft.com/en-us/library/cc731131(WS.10).aspx for instructions.
