Unable to Send Refresh

I’ve got a machine that I can’t send a refresh to. If I select any other computer in my list, it will send the UDP packet out. If I select this one particular machine, it won’t send out. I’ve started a Wireshark capture on the Tivoli server and it will generate a UDP packet for every server except this one. I have changed the IP of the machine, I’ve removed it from database and waited for it to check in again. What else am I missing?

I solved the problem. Client Relay was installed and was an older version than the server. That prohibited the console from sending the client refresh.
