Guys, a question.

Exists a log where we can audit any action about user administration in web interface.

Example:

If a Administrator user, change a user Authority, this action will be write in any log, with time and user that made this change?

This information is not currently audited. If you require this functionality, you can raise an enhancement request so it can be considered for future releases.
