The AIX Download Cacher tool was recently updated to utilize the Electronic Customer Care (ECC) services. In this update, the tool’s APIs were modified to allow seamless synchronization with IBM Fix Central.
The fix ID that you specify in the AIX Download Cacher tool must now contain the build date.
The acceptable format is as follows:

The error means failure in retrieving the fix list from IBM eCC server. Please retry when you have internet connection and outbound traffic is allow for AIX download cacher. If it’s still not working, please feel free to open a PMR and we are able to help you look into the issue.
