Stop the Firewall service(MpsSvc), unable to connect RC Target

About the Remote Control and the firewall, I list several types

Under the condition of normal firewall service(MpsSvc) is started:
1.Open the firewall ,Need to add the rule through the default port 888;
Can be connected , I can understand that.

2.Close the firewall,Can also be without rules
Can be connected , I can understand that.

But under the condition of firewall service cannot be started ,RC Control to specify the IP address of the network connection was refused.I think of is this kind of situation is like the above 2, why still refused to？

Through the console installed many RC Target, Don’t know distribution around the computer firewall service is what state,So often refused, and then I’ll fix the firewall service why not start.

The firewall service must be started?

If installed when it stops firewall services Target, that when the firewall service launched later,
then add 888 port whether the rule will automatically add ？？

under the remote control site find a Fixlet(ID:28):have reset the firewall port
Now the question is：use the remote control must be open firewall service？
