SSA / Self Service - Tabbing brings up hidden "declined" option?

Hi all,

Configuration: SSA 3.1.3, Agent 9.5.15.

Push out an action (not an offer) and ensure the “Messages->Allow User to Cancel Action” is NOT checked.

Action arrives on target machine and when I click into the interface I get the usual “Get” or “Later” buttons as expected.

But then I hit tab a couple of times expecting to change between the selected default and then the window slides to the right and I get “Decline - Are you sure you want to decline the action?” with options “Back” and “Decline”.

If I click “Decline”, then sure enough my action is aborted - even though the action was configured to prevent this?

What am I doing wrong/misunderstanding?
