Is your local repository scaled to handle thirty transfers at once?

If the server can’t keep up, you might try using the “Stagger start time across X minutes” option when taking an action, or using the “file precache wizard”, or creating your actions early with an “Action Start TIme” set in the future, and “Begin downloads before constraints are met” so the downloads have plenty of time to process before the action start time.
