Socket error issue - Web-reports does not shows up when running SSL

I have configured my web-reports in accordance with the technote, Link:

Setup for SSL on Tivoli Endpoint Manager Web Reports

but for some resaon the port 52312 does not listen when the switch to SSL. Even if I change to the default SSL report 443 the result is the same. The Web-report-modul seems to works very well when checking the logs, even the web-page shows nothing. Here is what the logs tells:

Mon, 03 Dec 2012 06:44:04 -0800 – 4512 – HTTPServer error: class HTTPServerInitalizationError

The web-reports is running on windows 2008 R2 server, TEM 8.3.2, every ports is open both at the external and the internal firewall.

Does anyone have a suggestion?

SSL_CTX_use_certificate(3)

SSL_CTX_use_certificate_chain_file() loads a certificate chain from file into ctx. The certificates must be in PEM format and must be sorted starting with the subject’s certificate (actual client or server certificate), followed by intermediate CA certificates if applicable, and ending at the highest level (root) CA. There is no corresponding function working on a single SSL object.

What I understand, this issue could occur when there is something wrong with the certificate that you are planning to use to encrypt web-reports with SSL.
