We have a similar issue.

My account does not appear in the “Select Operator” pull-down, but the account for another master operator does. This report usually doesn’t return any data, but if we refresh the report several times, sometimes data gets populated. This is repeatable in both Firefox and IE, and is not unique to any specific device on our network.

No issues with any of the other “power management” related reports, just this one.

To investigate further, we probably will need a support case opened and it would be really helpful if you had a way to reproduce that you could show us and we could troubleshoot…
