Restart doesn't always occur

We have a baseline that begins by restarting the PC before starting any patches. This works fine for most of the PC’s but some will not restart. The baseline policy is set to run independently of user presence, and display the user interface to the selected users. The time contstraints or window to run the baseline is correct. The action script does say not to run the restart if a user has locked their PC but the restart isn’t occuring on machines that are unlocked. Also a message to inform the user an action is about to take place isn’t displaying. Any ideas?

Can you confirm if the BESClientUI is running on this system? And are they on x64 systems?

The computers are all 32 bit operating systems. I know the BESClientUI has been installed because I can see it in the BES Client folder on the local drive. I will have to check the next time we have a computer that doesn’t restart and make sure the BESClient.exe is running as a process in Task Mananger.
