It should be possible to do in Web Reports, though it will require a Custom Report. I won’t be able to test today but a report with session relevance like
(name of it, version of it) of bes sites
along with a Scheduled Report that emails only when the results change, should be a starting point.
It’s probably easier to just Subscribe to the Release Announcements category here in the Forum, though. I posted some instructions at Subscribing / Watching a Forum Category
