What is the function of the * at the end of an advertisement and seek list?

For a client, * means try anything.

For a relay, * means be available for anything.

@jgstew is pretty much correct. * can be considered ‘unaffiliated’. So, if a Client has * in their seeklist, that means they’ll be able to pick from any Relay that also has * in their advertisementlist (which is there by default). A Relay that does not have * in their advertisementlist will only be visible to Clients that have the Relay’s affiliation specifically defined in their seeklist.
