Reboot in the middle of a baseline

Is it possible to use an post-action reboot in the middle of a baseline. I have a baseline that has two tasks. First one uninstalls the application and has an action lock with a reboot prompt and a countdown. Second one installs after the first is rebooted. Running separately they are fine but when combined in a base line the reboot prompt doesn’t come up.
First one adds a file to C: drive before the reboot
2nd one looks to make sure the pending reboot reg key is not there and the file on C drive is before it is relevant

I am able create a task and cause the pc to restart with out a prompt but unfortunately higher ups do not want us rebooting end user pc’s with out notice.The problem that I am having is that I am using the default post action reboot prompt with the countdown before forcing the user to reboot. The prompt will not come up on their pc. Running the task separately works. Add it to a baseline and it doesn’t come up. I can run them separately but was just wondering if I was doing something wrong.
