If I schedule a task not involving file downloads or prefetches and a local Relay cannot communicate with the BES server, how does the open action still run? Is the open action task cached in some way at the Relay? Just trying to understand this process better.

The agent gathers the action and if it is targeted to the agent, it will run it at the specified time… If there is no download, the agent can run the action successfully even if it cannot connect to any relay.
When the agent can next connect to the relay or a server, it will report its status.
