I’m using Bigfix for Windows patching. For that I create an offer for the machines, but the bigfix icon is in the system tray and doesn’t pop-up. Is there any way to set a pop-up for this?
When you take the action and make it an offer you have the option of “Notify users of offer availability” and the text below it to notify with.

Yes I have this option but the offer is appearing in the Windows system tray and it’s not appearing as a pop-up in the middle of the screen. 
It sounds like you don’t want an offer.
You want to deploy the action with a message, to actively prompt the user to accept or delay the action. (you can make it mandatory or allow them to cancel)
