It looks like that particular file is not attributed to be opened by a specific program. What are you trying to open it with?

Yes try to open with java not working

It appears that maybe you don’t have the right JRE installed. Did you try the following:

Java Run Time environment: Sun 1.6, Oracle 1.6, 1.7 or IBM® 1.5, 1.6, 1.7

Your TRC environment is configured for compliance with FIPS 140-2 and/or NIST SP800-131a. TRC provides a special version of the Java run-time (JRE) that is needed to support FIPS 140-2 compliance. For Windows, download and install trc_controller_setup.exe.

You can download this from Tools -> Downloads -> Agent Downloads.
