When granting operator permissions to custom sites, what are the differences between Reader, Writer, and Owner?

As before, you select an operator from the list and then click buttons to grant
permissions. The two extra buttons are:
- Owner: This grants the greatest permission to the operator who can then assign reader and writer permissions.
- Writer: This button allows an operator to edit the site.
I infer that:
- Readers may see and deploy content in that site, or to another site in which they have Reader permission.
- Writers may also create and edit content, and edit the site’s relevance.
- Owners may also assign permissions to other operators.
…is that right?

I don’t believe that Site Writers can modify the Site Relevance. Writers can modify content in a site, not the site itself. Only Owners can modify a Site or it’s relevance.
We only give out Reader or Writer permissions. If a unit needs permission changes, they put in a request to the central group to fulfil.
We have some shared sites that everyone gets reader permissions over, which is where we put content for the benefit of everyone.
We create unit specific sites and those in that unit get writer permissions over that site. This is where they create and share content amongst their unit.
We have talked about the idea of a shared site that all operators have write permission over, but the site would have no computer subscriptions. This would be for others to make their content available to anyone if they wanted.
