IEM / BigFix can be used to patch basically anything.
If it can be done on the command line, then it can be done through IEM / BigFix, but even in cases where the command line might not be an option, there can be workarounds. The command line also includes anything that can be initiated through the command line, including PowerShell, VBScript, AutoIT, etc…
However, doing all of this requires that either IBM provide patching content for you, OR you get the content from somewhere like BigFix.Me, OR you make it yourself.
My guess is for many of those items you are asking about, you would have to make the patching content yourself, though there is definitely some related content already on BigFix.Me
