Have you upgraded to 8.2? If so, that is the reason – 8.2 no longer requires a publisher.pvk and publisher.crt for each operator.
The post from BenKus at http://www.ibm.com/developerworks/forums/thread.jspa?messageID=14881638 gives a quick overview of those changes…

hi,
ok thank you, but I use the TakeActionFromFixlet.pl script and there I have to use the private key for the user.
https://www.ibm.com/developerworks/mydeveloperworks/wikis/home/wiki/Tivoli%20Endpoint%20Manager/page/Platform%20API%20Examples?lang=en
No I use it with the bfadmin user and no I want to create a own user to distribute fixlets and actions.
There are other ways to do this?
Thanks Andi

Hi Andi,
Yeah, that example script hasn’t been updated to reflect the changes in 8.2 and the fact that the private key is no longer required.
It doesn’t hurt anything to supply a private key to the apis in 8.2, and we left those entry points in for backwards compatability… but you should be able to just strike out the call to SetPrivateKeyPath() for 8.2 operators that don’t have private keys.
cheers,
peter
