My operators don's see the Patch Management Site

I’ve assigned all the rights to one operator, but when he logon to BES don’t see the patch management site.

But when he select one computer, all the task are inside ( patch management and other ).

Why he can not see all the dashboard and contents ?

Is the operator a NMO?

If so makes sure they have reader rights to the patch management and bessupport sites at a minimum.
