The Fixlet “MS19-SEP: Cumulative Update for .NET Framework 3.5 and 4.7.2 for Windows 10 Version 1809 - Windows 10 Version 1809 - .NET Framework 3.5/4.7.2 - KB4514366 (x64)” is Failing to install on a high percentage of desktops and retrying the action with an exit code -2145124329, Microsoft 0x80240017 -2145124329 WU_E_NOT_APPLICABLE Operation was not performed because there are no applicable updates. Not sure if the Fixlet has an issue with relevance. Is anyone else seeing this problem? Perhaps HCL could take a look and advise? Thanks

Good chance it’s a relevancy error. If you have the ability, manually check the installed updates on one of the failed systems to see if it installed and if not download the patch manually and try and install it via the GUI and see if it comes up with patch is not applicable message. If it attempts to install but rolls itself back or errors during the installation it’s possible the patch itself is busted.

Some other things to check.

  • Make sure the latest servicing stack update is installed.
  • Check versions of .NET Framework on the system to see if it aligns with what the fixlet is targeting.
  • Is the update already installed or is there a later .NET cumulative update already installed? (If they are, then it is very likely that it is a relevance issue)

A newly built win10 1809 workstation showed as applicable to a number of patches from our policy baseline.
This included the latest SSU along with KB4514366.
The new build contains multiple .Net framework versions including 4.7.2
Checked installed updates - the patch is not installed with the new build.
The Policy ran and only the KB4514366 patch failed with “Failed -2145124329”.
The workstation was rebooted and the patch showed as relevant again in the BES console.
Downloaded the patch from the Microsoft Catalog site and ran it manually but it reported:
“Windows Update Standalone Installer” - the update is not applicable to your computer
However BES is still showing the patch as being relevant.

Are either KB4519569 or KB4515855 installed?

These represent the .NET 4.7.2 cumulative updates for version 1809 that were released after KB4514366.

If the system does have one of the above mentioned kb’s installed, KB4514366 is not needed and there’s something wrong with the relevance.

But if the system does not have any of those, then it would need KB4514366.
