Seem to be experiencing relevance issues with Silverlight.
The relevance seems to be checking for a Reg Key that is not on the system.

Yes.
The relevance statement:
exists key “HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Silverlight” whose (((it = “5”) AND (it < ")) of (value “Version” of it as string as version)) of registry
never seems to evaluate to true … so the patch doesn’t want to apply.
Should this be written differently?

This should also be fixed in the 1745 publication of Enterprise Security.
