Missing patches for Server 2012

I came across a KB article for Server 2012 and noticed that it is not included in patches for windows site. I’m looking at http://support.microsoft.com/kb/2770917

Am I missing something or is it not included in the normal list of patches. Microsoft shows this an “Important” update and it is available via Windows Update, which seems to match the criteria for inclusion via Tivoli.

This patch belongs to the Critical Updates category, but it was released at Nov 2012. It seems IEM announce to support Critical Updates at 2013, I guess that’s why it is not on the list.

So all patches that were released before the announced support date will not be provided?

When exactly was the announcement for Server 2012 and Windows 8 support?
