In May you released the following fixlet: MS19-MAY: Cumulative Update for .NET Framework 4.8 on Windows Server 2016 for x64 - Windows Server 2016 - .NET Framework 4.8 - KB4495610 (x64)
However, there is no fixlet for installing new or upgrading 4.7.x or earlier to the 4.8 version. Please provide a fixlet for this.

I created my own Fixlet for this when it was first released and have tested it with Windows 7 - Server 2019 and it’s worked well. (I definitely didn’t just copy the 4.7.2 one and update all the values)
It seems like this framework was released a little differently than previous updates, so maybe that’s the reason for the delay.
