Microsoft Roll Ups - why still Fixlets for individual patches?

Following the switch to monthly roll ups for Microsoft patches I am correctly observing the corresponding Fixlets in my BigFix Console. However, I am also finding additional Fixlets are relevant, which have Source Release Dates later than October 2016, which appear to relate to other, individual, Microsoft patches. I am confused why this should be so, since I thought the whole point of the roll ups was to consolidate and remove the individual patches.

To give a few examples, I am seeing Fixlets for the following:

MS17-004: Security Update for Local Security Authority Subsystem Service - Windows Server 2008 SP2 - KB3216775
3118349: Update for Access 2013 - Access 2013 SP1 - KB3118349 (x64)
3141464: Update for Word 2013 - Word 2013 SP1 - KB3141464 (x64)
3141466: Update for Outlook 2013 - Outlook 2013 SP1 - KB3141466 (x64)
3204388: Cumulative update 3 for SQL Server 2014 SP2 - SQL Server 2014 SP2 - KB3204388 (x64)
3210063: “0x000000D1” Stop error with update rollups on Windows Server 2012 R2 - Windows Server 2012 R2 - KB3210063 (x64)
3210083: ISCSI disks are lost on upgrade for StorSimple appliances after update 3172614 is installed on Windows Server 2012 R2 - Windows Server 2012 R2 - KB3210083 (x64)
3210694: Internet browser page becomes blank after you install security updates 3185330 in Windows 7 SP1 or security update 3185331 in Windows 8.1 - Windows Server 2008 R2 SP1 - KB3210694 (x64)
MS16-144: Cumulative Security Update for Internet Explorer - Windows Server 2008 SP2 - IE 9 - KB3203621

The above is a small selection of a larger list.

Is anyone able to explain why the above are being released as individual patches and Fixlets, given that this is all supposed to be via roll ups now?

Microsoft is bundling fixes into rollups for "Windows Server 2008 R2"“Windows 7” and later. "Windows Server 2008 SP2"“Windows Vista” are not in scope for rollups so we’ll continue to see their fixes as individual patches.

Microsoft Rollups are for kernel patches (security updates) for Windows 7 / server 2008 R2 and later version.

Therefore, patches for windows 2008 SP2 (/Vista SP2) and Office products are still individual patches, and the same as Non security updates.
