Maas360: Activate Mobile Expense Management in trail

I’ve started a Maas360 trail subscription to evaluate the MDM capabilities.
We are very interested in the Mobile Expense Management to report on the data usage of our mobile devices.

But I’m not able to activate the Mobile Expense Management in my trail subscription.
In Setup>Services I cannot see the checkbox to activate this.

How can I activate Mobile Expense Management in a Maas360 trail subscription?
