Large File Deployment

We are pushing out a 300MB file for install at a later time. While watching my test systems, all 3 relays, I noticed that the file completely downloaded into “C:\Program Files\BigFix Enterprise\BES Relay\wwwrootbes\bfmirror\downloads\sha1” directory. Then after a few minutes the file starts downloading again it appears, in “C:\Program Files\BigFix Enterprise\BES Client__BESData__Global__Download\actionsite\1237”.

Why is that? I have bandwidth throttled from BESServer -> Top Relay -> Site Relays, and I have _BESClient_Download_LimitBytesPerSecond=16000. We have slow network links at a few locations we are addressing… Does the client that is on the relay “download” the same file from itself at this throttled speed? When I deploy to other systems that use those local relays will they also fall into that throttling across their local network? I’ve looked all over, and I think I have a good idea, but would like some clarification.
