Java Updates - Manual Download and Caching Process?

Just did a quick search and did not find anything on this subject.

Does anyone know what the reason is for having to manually download Java updates and manually cache them on the BES server? I am assuming it is a legal issue?

I noticed older Adobe Acrobat updates are the same way.

Yes, it usually is caused by the licensing for the package in question.
