Incorrect Fixlet count

Has anyone seen or is currently seeing this issue?

When a new fixlet checks in, it shows its only applicable for a low number (lets say 4 machines), but when I start to deploy it to all applicable machines, it actually deploys to more machines (lets say 100 machines)?
