Please suggest me steps of ILMT installation and configuration if Bigfix server is not having internet.

You can pick installer download link from action script and download it manually then move it to target server where you want install ILMT. Prior to installation you need to make sure all the prerequisite are met DB2, connectivity to BES database, sufficient disk space etc…
There is additional task when no internet connection is available. Your keyword is airgap.
