I have several components in IBM Software Classification that are “Unconfirmed”, but when I right click>reassign, the accurate product does not show available on the dialog. In this case, would you recommend opening an IBM PMR, or creating a custom catalog entry for the Unconfirmed product component?

I suggest to use custom entry if you are sure that license allows such relation, otherwise open PMR. Make sure to describe exactoy products versions as well as provide part numbers, so its easier to resolve by support team.
