Http error while opening TEM console through citrix

We have a DSA architecture and 17000 endpoints. We have upgraded to 8.2.1175 . There are 177 users and all access the console via citrix. Recently we are getting http error 7 “server cannot be reache” or http erro 28 “timeout reached” while connecting to the primary servers console. After a few attempts it again starts working. Sometime it seems that its leeting the persons access console as first come first served basis . Can anyone please explain why this is happening? is is a port issue do i need to check both 52311 and 52313 in the firewall ? please help
