Hi wingguy,
You can make any action (from a Fixlet or a Baseline or a Task or a custom action) apply to any computer (even computers that will come online at a later date) if you choose the appropriate targeting setting in the console.

A baseline allows you to group a set of Fixlets/Tasks. The relevance is evaluated as a group and if any of the components are relevant the entire baseline becomes relevant. If you chose, you can also control which individual components of the baseline contribute to the overall relevance.
When you take an action from a baseline, if it is applicable to an endpoint the endpoint will run the action for each individual component of the baseline. The individual component must be relevant or its action will not run.
The behavior is basically the same as if you took individual actions from each of the components, except when you take an action from a baseline the components are evaluated in order. You are not guaranteed order when you take individual actions but you are with a baseline.
