How are Wizards managed in the BES Console?

I have some of my users that see some (6) Wizards, and some people see all (12) of the Wizards. I see a way to import them, but how is this normally managed?

Some wizards will automatically hide themselves if Fixlets that they need are globally hidden or if the user doesn’t have access to the Fixlet sites… (or I think also in some cases if the users don’t have custom content rights).
