Gather and endpoint subscriptions not working

I am facing the following issue on our development environment having IEM Server 9.2. Site gather is not working and computers are not showing up after subscription to sites.
I found below errors in BESRelay.log which is all greek to me.

Any pointers regarding this would be appreciated.
I have followed all steps from http://www-01.ibm.com/support/docview.wss?uid=swg21668058 but no luck.

Did this PMR get solved? Was there any feedback that could be put here so future folks don’t have to open a PMR?

I guess this will work for this error,

Execute the following command on the command line: besadmin.exe /resignsecuritydata

Resigning should only be done as a last resort as it does hide other issues. The above seems to be items missing from disk in the bfmirror directory.
