I was asked yesterday for a fixlet for an old patch for KB907417 (http://support.microsoft.com/kb/907417) which does not appear to be in TEM. I cannot seem to find any information about it being superseded or if there was some issue with this KB that would have caused it to be pulled. Does anyone have any ideas on this?

I do a search and find that this patch is not security bulletin patch. That is why it is not in TEM.

I saw that, but it seems to be inconsistent as there are other Office updates available
For example: http://support.microsoft.com/kb/978951/
there are a few more that are considered “updates” rather that security patches listed in TEM.
