“Preview handlers are lightweight components which let you view various file types within programs like Windows Explorer (in Windows Vista and Windows 7), Outlook 2007. Adobe Reader comes with Adobe’s PDF preview handler but the installer has a mistake which means the preview handler does not work on 64-bit systems. This fixlet will identfy and remediate the issue.”

After writing this fixlet it has become apparent that Adobe breaks the preview handler if Adobe Reader is updated. Set this fixlet as a policy to avoid the problem after any upgrades of Adobe Reader.
I have updated the fixlet to deal with upgrades from Win Vista to Windows 7. Two branches of the registry need to be fixed to allow previews in Windows Explorer in addtion to IE.
