Disabling "Dynamically target by property" during target selection

I am looking to see if there is any ability to disable the option for “Dynamically Target by Property” for console operators. It could be either restriction operator permission or disabling the option in total in console. Any advise on if its feasible is appreciated.We are running BigFix v9.2.9.36 for reference.
