Creating new tasks in Master Action Site

What determines where a new task that you create go? Some users are able to create tasks in the master action site while others create them in their own site. I need to be able to let users share tasks that they create.

What I’ve done is created a Seperate site for custom content. This way the Master Action site stays clean. Besides, I don’t like the idea of a Console Operator editing any of the official content from BigFix/IBM.

When Tasks/Fixlets are created, you choose which site they go into. I believe its a drop down in the upper right corner of the editing dialog.
