Could you check the Win2025 patch please ? ( KB5129235 )

Thought it might be Relevance 5, the reference to hotpatch ubr ?

(it as integer < 33451 and it as integer != _HOTPATCH_UBR_) of value "UBR" of key "HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion" of native registry

Colleague suggests that the Win2016 release might also have a relevance issue.
