This is not completely true, .Net Framework 3.5 is still supported, even on Windows 2022 servers.
Most of our machines get evaluated to true with this relevance.

There must be an issue with relevance clause 5. Fixlet shows as relevant on machines with that only have .NET version 4.8.09032 installed (Release 533320).
